Holy buckets you scored!! What a beauty!! Those look like the more elusive 8" version of the  transitional plastic/rubber tires. Someday..... :)

Yes, they are plastic hubs with rubber tread.  Amazingly enough, the rubber is still very flexible and appear to be in great shape.

I'll see if I can get some more pics tonight......after I pick up his little 22.5" red buddy on my way home.   ;D
