Very similar to a typical DIY alcohol stove made and used by backpackers.  I've made dozens of them over the years.  I tend to make one, use it for a backpacking trip, and then just drop it in the recycling bin when I get home.  Never crossed my mind to start charcoal with it.

I thought I was the only one who used an alcohol starter.  I cook a lot using a Vortex. I made my alcohol starter from the bottom portion of a beer can. I add some Denatured Alcohol and a piece of paper towel which acts as a wick. I place it in the bottom of the grill under the grate and then fill my Vortex with a full load of coals. I light the starter and have nice hot coals in 10min.

Just went out and snapped these pics....sorry if they aren't the best as I didn't clean things beforehand.  As you can see my makeshift starter has been used a lot. Nothing fancy about it but it works extremely well.
