I almost exclusively buy my Tri tip at Costco. I do Tri tip every chance I get. They almost always turn out very juicy and tender. Depending on how many I have on, 1=45 minutes, 2=50-55, 3=60...i take them off and cut them right away. Key is across the grain, and thin. Also, cutting at almost 45 degree angle helps. There's other things I do, but I've never had any one tell me it's tuff.
