They will make a nest anywhere.

Knock down wasp spray from a safe distance to kill.  Then get rid of the nest and spray the mounting point with WD40 or similar to rid the kettle of the pheromones left behind otherwise you will have another nest there next year.

Thanks for the tip, yes they come back every year to my backyard deck, first time I've had them on a kettle.
