what is the best way to free it up as it is stuck 1/2 open?

AZRaptor

If it's recently seized up you may be able to free it up with a couple blasts of compressed air. Otherwise I typically use hot water and a grease cutting dish soap like Dawn.

Soaking in dishsoap overnight will help cut grease. let soak and then hit some hot water and a scrub brush and it will loosen.
