"Prime rib" is meant as a general term for the rib section of meat that is first cooked then cut. Like I'll ask my wife to pass me a "Kleenex" even when the box on the kitchen counter clearly says "Puffs". If what your brother said was true in all situations, we'd be asking our butchers for the best "choice rib" available, and no one says that.
