Rusted bowl vents

I have an EO code I rescued from going to the garbage truck for bulk pickup last year but I haven't done anything with it (tried to give it away but no takers since it's missing a grate and ash pan).

I still don't know what to do with it, but I kinda feel like fixing it up now. I could gift it to someone all ready to go who wants to start on charcoal.. or I could turn it into a pizza kettle. It's a three-wheeler but all the bowl vents are rusted in place at the rivet. What's the best way to free them up to get them moving again?
