Unicorn?

Can someone tell me what this is? Glen Blue? Taco, one touch, and what looked like 8" wheels with grey hubcaps. I couldn't get any closer for a better pic.

Looks like a European color to me. Maybe Blue Wave or Wedgewood Blue. I think the is one called turquoise as well.
