Didn't they or Lowe's run these on sale at about $10 this time of year? Maybe those were a slightly smaller bag. These are 18.2lbs each.

I know they run that deal around the major summer holidays. I'm not sure about if they run that same deal at the beginning of spring. Hopefully prices didn't go up and this isn't the new deal.

Big box hardware chains often run these for $9.99 ($.26/lb) around Memorial Day, 4th of July and Labor Day. Many Wal-Martas currently have the 15 lb twin pack for $7.88 ($.26/lb).
