What's this? Should I inquire about it?

I saw this in a CL ad for something else. I blew up the pic and cropped it. Thinking about inquiring about it. What do you think?

I wish I could go over now but it's 450 miles away. It is a few miles from my parents so I had my pops call on it. He said his kids painted it for Halloween. He said I wouldn't want it. I asked if they painted he bowl or the lid; he didn't ask that question. If it was painted for Halloween, my assumption is that it was painted black.  It possibly could be glen blue.

I guess I should have called or at least gave my pops a list of questions to ask.

Good eye! It's really hard to tell what the original color is. Glen blue, maybe!

Those wheels look old school. Whatever color it really is, it's worth a look. Maybe it's an Imperial in Texan clothing?

Nate

What do you think top dollar is if I can get it?

We don't have enough data points to know for sure and value also depends on condition but it's upwards of a few hundred bucks if it's in decent shape once cleaned up.

Is that a Glen Blue 18?
I can't see thumbscrews, and the wheels are 70s.  No Glen Blue was made that late.

It's black painted blue. There is overspray on the wood handle and on the lid vent.
