hardware for bottom vents?

I had to drill out the rivets on the bottom 3-wheeler vents of a grill I'm restoring.  I've never had to do this before - these were toast.

Any tips on the bolt/washer/nut combo that will work best to replace the rivets?

The way I've done them was a short bolt, two nuts so it can be "locked" at the correct tension....all stainless so they don't just rust back up.....

Oh man I gotta do that to my modern JJ's bottom vent! I think I may have used a lock washer when doing the SS hardware conversion but the darn thing's never right, always works itself loose.
