It's one of the aerodynamic racing handles.  They are great for letting you really hit top speed when you move the kettle & come highly recommended.
This one is positioned properly, but some people put the lid on all caddywumpus, which just increases drag & really slows your kettle down.

What will you be using for an ash pan?  I'm restoring one similar but it is also missing the pan.
