Got it! He said something about it not having the top grate. I almost didn't say anything but I asked if it was just upside down. He texted back and said I was right, and when I got there he had thrown in another grate and  put it together right, so its a good thing I said something.

I also want to add that it is missing the water pan. Youguys are good at evaluating a weber from a picture!

I will get some pics tomorrow

Also, how much is a water pan?

You don't really one, but one option is to go to a thrift store/restaurant supply store and find a stainless bowl that fits in there.

If you don't find something appropriate at a thrift store, if you have an old Brinkman smoker (or find one for dirt cheap), their water pan fits the 18" WSM.  Other smokers that looks similar might fit it also. 

You could check out one of the new bowls as a spare part at that ereplacementparts place (or whatever it is called) & if they are too high, you might also check on Amazon (or even ereplacements) for a replacement Brinkman one.  I thought someone provided a link to it once & they seemed to be about $15 if memory serves.

My friend actually said he has an extra one. The bowl on this thing has some really caked on grime.
