It looks to be one of those vintage Alibaba Webber's, with highly corrosive metal and lead paint. All kidding aside, it looks like a variant of an unbranded portable round kettle, frequently found on ebay.

Not a Weber but that grill has some brilliant features I wish the Smokey Joe had right out of the box like them clips to secure the lid to the bowl and the vent knobs to keep from melting fingerprints off when doing vent adjustments.
