I've done this for my drum smoker and it works great!
I got my hands on a used grate for an 18" kettle (non-Weber rescue). Then welded 3 legs splayed out.
Works awesome! I use it a lot.
I also did the same for my 18" kettle. I used a grate from a Brinkmann smoker. Measured about 15" in diameter.

A buyit option would be "hovergrill"..
Havent used it..but read about it
..it has legs and made to add 2nd level to an existing grate.
Another option...light up your 2nd kettle
You could also and a 2nd grate to a roti ring pretty easily.....if you have a roti ring.....if you don't now you have an excuse to get one
I have a hovergrill and it doesn't provide enough clearance. I had to raise it up higher than the legs it came with so there would be good airflow between the meat on the bottom and the top.

Hind site: Only needed three "legs" & should've just used an 18" grate.
Adequate clearance is key tho...

I use the cooking grate from an 18 propped up on 3 vegetable cans. Works like a champ, plenty of clearance to close the lid.
