Degrease it with alcohol & soak overnight in Evap-o-rust. rinse & buff.

Here is an example of a oxidized lid vent both before and after restoration. I sanded it using #0000 steel wool and then polished with an aircraft aluminum polish - Rolite Supra 90. Be prepared, it's going to take a lot of time. Sand/buff in a circular motion.

They don't sell evapo rust at my local cheapo depot so I tried CLR and followed the rest of your directions. It helped release some of the crud. Thanks Stoneage!
