I picked up a kettle a few days ago and can't figure out what this is used for. My guess is kabobs. TIA

Yep, it's to hold kabob skewers. Those attach to the grate.

Kabob rack / sauté rack.
You are missing 6 rods/pokers that lay on top of the rack in the V bumps, and the other part of the frame.
