Kettle charcoal baskets question

Hey,
Do the Weber baskets leave just enough room for a 13x9 pan in between or is there some extra room. Reason I ask is that there are some baskets by other companies that are a little bigger but I would want to be able to fit the pan in between.

Not sure if this helps but here's the measurements on my 22" "Beater" kettle I use to start my charcoal chimney(s) on.

13 x 9 fits fine in my 22 with the baskets.

Where do you position the vent when cooking like this?
