Like many of you, I didn't need locking replacement wheels. I wanted something higher quality than the stock wheels, but NOT larger diameter. Not a lot of choices out there. And by that I mean I've never found any until last week.

Found a pair at Lowe's with hard rubber wheels: http://www.lowes.com/pd_66955-255-4384999NN_0__?productId=3037441&Ntt=waxman+2-in&pl=1&currentURL=%3FNtt%3Dwaxman%2B2-in&facetInfo=

I ordered these online from Lowes yesterday and had my wife pick them up after work. They were $5.97 plus tax, and I ordered two so the total was $12.95.

Much to my surprise, she came home with two packages with two casters each. That's quite a piece of hardware for only $3.

Thanks for the tips on this.  Found something similar at Ace Hardware and swapped out my wheels this morning.  They roll for now at least!
