Certainly looks too clean and "factory" in appearance to me to have been homemade. 

Must have been made on a Friday after hours at Weber by a mad scientist employee!
Kettle collector AND cooker!

I only use kettles with lid bales.

I think I know what happened.

The vent and rivet holes are punched into the lid after it has been completed. It sits in a die which accommodates the handle. When it was time to remove it, the operator dropped it back into the die after it slipped from his hands and did a 180 turn. And because there are 6 in a row he needs to remove, he just skipped it and went to the next one. The press came down and punched the holes in the otherside.

So to cover up his stuff up, he walks the double punched lid over to his psl that works the vent rivet machine. He taps him on the shoulder and says bro...you need to help me out. Do this for me and we'll be squared up for that other thing I owe you.

So his friend puts 2 vents on it and walks it over to a girl he has his eye on who works the packing line. And as he is chatting to her, he casually pops the double vent lid on her workbench and slips it into the boxshe is packing.

And there it is!
If it breathes, we can cook it!

Haha!  That might explain my "M" code 18" Outrider ... And weren't they introduced in 1991? ... @Winz

Your Outrider was probably made from 1 October, 1990 to December 31, 1990...... Shown and advertised as a 1991 model. Much like the new 2015 handles coming with kettles made in the fall of 2014 with AH codes...
