Pez, I'm sure Marty has better knowledge of the situation in PA, but I get my tanks refilled at the local U-Haul.  Make sure you call first, as not all of their stores carry propane.  And good luck in finding a store with the proper quick-connect fittings and employees who aren't too persnickety about updated tanks.  ;-)

Mike, where is this uhaul you speak of?  I have a 2 quick release tanks that will need to be filled in the coming weeks.

Teer, I get my LP at the U-Haul near the West Falls Church metro station, though there are U-Haul stores all around our area that fill propane.  It's just not at every single store, so make sure you check first. 
One of the charcoal people.
