Hit the wheels with Loctite Rust Neutralizer (good stuff),  patch the back with JB Weld or Blue Magic Quik Steel,  then paint 'em.

Another option is this stuff.  @glrasmussen put me on to it.
Available at Wal-Mart in the household cleaner / laundry section of the store.




This was less than a minute each wheel. Toothbrush and rinse.

@GregS thanks for the complement, my garage is my hangout. That shelf was actually purpose built to exact dimensions to fit 22.5 kettles....true story ask my wife #shesnotimpressed

@weldboy Give it at try, yours looks like a great prospect. I have only one fail, think it was a dog stop wheel... Paint peeled.
