@Redwng I didn't want to get technical, but please see the attached link below.  Your brother is likely looking at this from a restaurant perspective, but we were talking about generalities.

There is a distinction between "prime rib" and "USDA prime rib". "Prime rib" is meant as a general term for the rib section of meat that is first cooked then cut.  Like I'll ask my wife to pass me a "Kleenex" even when the box on the kitchen counter clearly says "Puffs".  If what your brother said was true in all situations, we'd be asking our butchers for the best "choice rib" available, and no one says that.
