I hope this turns . I know there is a vid somewhere. Let's see if I can slip the old rubber off without destroying

Leave the rubber on. Evapo-rust will not hurt it. Mask and repaint after rinsing.

Let it soak a good day or so.  Works well in a 5 gallon bucket preferably at 70 Degrees.   

If you’re lucky you might not have to repaint.  I had rust as bad as yours and uncovered this.   In my case, I liked the patina rather than fresh paint.

I had a few with that same patina and locked it in with some semi gloss clear lacquer.

Use Evaporust and don’t remove the tread.
