Hi guys. Need your expertise. WTF is this ? I'm driving to go buy it now , but I can't find any information about it. Getting it for 20 bucks. Apparently it's charcoal only. I've seen electric and propane ones like this but can't find any info on a charcoal only

It's a Happy Cooker with an adjustable charcoal grate. You're getting a heck of a deal on a cool kettle. Looks to be in awesome condition. Based on the wheel style, I'd say it's an early production unit.
