Help, painting procedure for SSP frame

I just got a Blue 2004 SSP and need some information on painting the frame. I have taken the frame apart ordered new star nuts for the bottom cross members and new wheels but I am not a painter and have always joked with the wife that I am allergic to paint. I know to remove all rust spots and there is very little and what is there is only surface rust. So here are my questions.
1. After all rust removal do you reassemble before or after painting?
2. What grit of sand paper for final sanding before paint?
3. Do you prime the whole frame or only bare metal. Also what type of primer should be used?
4. Also will this procedure work for the ash pot and 5lb tank.
5. Finally do you need to use high heat paint for the frame.
