10 PM per hour limit

@Troy  - Can the 10 private messages per hour limit be changed? Just wondering. I know limitations are probably there for a reason; it's kind of a bitch when you send one mass PM (to 10 people, which is also the limit) and then can't send another PM for 60 minutes.

Ok, updated both numbers and made them trust based. That way spammers can send PMs
