I don't know why they are so hard to find either.   Every once in a while the Safeway by me will have them, but cut into 1 rib portions, usually in packs of 2.

Safeway is the only place I can get them , ask the butcher , I get the whole vacuum pack of beef ribs it's about $70.00 bucks or so. Check it out :)
